Assessment activities

Since 1 September 2025, disability and long-term needs have been assessed uniformly under the Act on Integrated Assessment Activity No. 376/2024 CollOpens in a new window.

Assessment is carried out exclusively by the Offices of Labour, Social Affairs and Family.

What the assessment is used for
The assessment is used, for example, for:

• cash allowances for compensation,
• social services,
• measures in the field of the social economy.

Result of the assessment
The result is an integrated assessment, which is used to claim your entitlements (for example to allowances or services).

Who is a person with a severe disability
A person is considered to have a severe disability (ŤZP) if their health condition:

• is listed in the law (in Annex No. 1 to Act No. 376/2024 Coll.),
• lasts or is expected to last longer than 12 months.

What the social consequence of a severe disability means
This refers to a disadvantage in everyday life caused by the disability, which you cannot overcome without help.

Submit the application for an integrated assessment at the labour office in the place of your permanent residence.
The application is submitted on a form determined by the Central Office of Labour, Social Affairs and Family, or electronically at Slovensko.skOpens in a new window.

What to attach to the application

1. a medical finding
   • from a general practitioner or a specialist (for example a neurologist, orthopaedist, psychiatrist),
   • the finding must not be older than 6 months,
   • also older findings from specialist examinations.

   • if you are also applying for an assessment for the purposes of work in a social enterprise (under Act No. 112/2018 Coll.).

Social assessment activity takes place before the medical assessment. It is carried out by social workers of the relevant Office of Labour, Social Affairs and FamilOpens in a new windowy with your participation. You may also invite another person to attend. The assessment takes place in the environment where you normally spend your time (for example at home).

How it works

• the social worker will first contact you by phone,
• they will arrange a meeting date with you,
• they will visit you at home or at the place where you usually stay.

What to expect during the assessment

• you will fill in a questionnaire together with the social worker,
• the questionnaire contains questions about your daily activities and difficulties,
• the social worker may also ask you additional follow-up questions. The aim is to determine how much help you need in everyday life.

Result of the assessment
The result is a social assessment, which serves as the basis for further decision-making (for example on allowances or services).

Medical assessment activity is carried out by the assessing doctor of the labour office. Its aim is to assess how your health condition affects your daily life.

What is assessed
The assessing doctor assesses:

• whether you have a severe disability (ŤZP),
• whether you meet the conditions for issuance of a parking card,
• whether it is a long-term disability,
• the dependency of the assessed person,
• what allowances or social services are suitable for you,
• whether a repeat assessment of the health condition is needed.

How it works
The medical assessment is usually carried out without your presence, based on the submitted documents.
The assessing doctor will invite you if: you request this in writing, or they consider it necessary.

Result of the assessment
The result is a medical assessment, which serves as the basis for further decision-making.

If the social and medical assessments differ, the labour office will convene an expert panel.

Who takes part
The expert panel consists of:

• 3 social workers (2 of whom took part in your assessment),
• 2 assessing doctors (1 of whom took part in your assessment).

Result of the panel
The panel assesses the differences between the assessments and determines a conclusion that replaces the disputed part of the assessment.

The integrated assessment is used to claim your entitlements, for example to:

• cash allowances for compensation,
• social services,
• support in the field of the social economy.

What it contains
The integrated assessment contains, in particular, information on:

• whether you have a severe disability (ŤZP),
• whether you meet the conditions for issuance of a parking card,
• whether it is a long-term disability in relation to work,
• what type of dependency you have,
• for which activities you need help or supervision,
• whether you need personal assistance and to what extent,
• what aids, allowances, or social services are suitable for you,
• when a repeat assessment will be needed.

What follows the issuance of the integrated assessment
Together with the integrated assessment you will receive information on how to obtain:

• a ŤZP or ŤZP-S card,
• a parking card,
• cash allowances for compensation,
• social services.

If you disagree with the integrated assessment
If you disagree with the integrated assessment, you can file an appeal according to the instructions included with it. File the appeal at the office that issued the integrated assessment. If you do not file an appeal, the integrated assessment becomes legally final.
