Guide to obtaining the ŤZP, ŤZP-S card and the parking card

1. Definition of severe disability

   Who is a person with a severe disability
   A person is considered to have a severe disability if their degree of functional impairment is at least 50%.
   A functional impairment is a limitation of physical, sensory, or mental abilities that lasts or is expected to last longer than 12 months.

   Abbreviations used in practice

   • ŤZP – a person with a severe disability,
   • ŤZP-S – a person with a severe disability who is dependent on an escort/companion.

   Find out more about the ŤZP, ŤZP-S card, and the parking card

   ŤZP and ŤZP-S card
   The card for a person with a severe disability (ŤZP) or with a companion (ŤZP-S):

   • is used to claim discounts and benefits,
   • you can use it, for example, in transport, culture, or for local taxes,
   • the specific discounts and benefits are determined by individual service providers or institutions.

   Parking card
   The parking card allows you to:

   • park in spaces reserved for persons with a severe disability,
   • stop in a place where this is otherwise prohibited (if you do not endanger road traffic safety; this does not apply to a “no stopping” sign),
   • use a longer parking time where parking is time-limited (according to local rules),
   • be exempt from parking fees (according to local rules). When using the parking card you are required to comply with road traffic rules.

   How the cards are issued
   Issuance of the cards is preceded by medical assessment activity. The labour office issues:

   • a ŤZP card – if the assessment shows that the person has a severe disability (a condition is a final decision on a cash allowance for compensationOpens in a new window or on the ŤZP card),
   • a ŤZP-S card – if the person needs an escort for movement, orientation, or communication (for example the help of another person or a dog with special training),
   • a parking card – if this follows from the assessment or a decision under the law (you have a disability listed in Annex No. 18 to Act No. 447/2008 CollOpens in a new window., or you have obtained a cash allowance for compensation based on a comprehensive assessment according to which you are dependent on individual transport).

   Useful tip: Find out in advance whether a specific carrier, or the organizer of a cultural or sports event, provides discounts or other benefits to holders of the ŤZP or ŤZP-S card.

   Submit the application for the ŤZP, ŤZP-S card, and the parking card

   Submit the application to the relevant Office of Labour, Social Affairs and Family Opens in a new windowin the place of your permanent residence.

   You can submit the application:

   • in person,
   • by post,
   • electronically through the Slovensko.sk portal (issuance of the card for a natural person with a severe disabilityOpens in a new window; issuance of the ŤZP parking cardOpens in a new window).

   Electronic submission
   If you submit the application electronically:

   • select the relevant labour office,
   • log in using eID (an ID card with a chip),
   • sign the submission with a qualified electronic signature (KEP),
   • send the application. The application cannot be sent without an electronic signature.
